 &lt;p&gt;ProMenPol held its second annual policy workshop &amp;ldquo;Policy based on real people - mental health promotion and policy that makes a difference&amp;rdquo; in Brussels on Dec 11th 2008. At this workshop the interim results of ProMenPol were presented (online database of mental health promotion tools and pilot projects) and furthermore follow-up developments of the European Pact for Mental Health were discussed together with representatives of the EC, the European Parliament, NGOs, ILO, national ministeries and other stakeholders. &lt;/p&gt;</description>

      <title>D4.3 ProMenPol Toolkit Version 1</title>

      <description>A major focus of the ProMenPol project is to identify tools for the protection and promotion of mental health within the 3 settings of interest, educational institutions, workplace and older peoples’ residences. Over 300 tools have now been collected and categorised using the ProMenPol framework1 (for further information on the development of the framework behind the database, please refer to ProMenPol Framework V1 &amp; V2 Deliverable - D4.1).
 &lt;p align="justify"&gt;A major focus of the ProMenPol project is to identify tools for the protection and promotion of mental health within the 3 settings of interest, educational institutions, workplace and older peoples&amp;rsquo; residences. Over 300 tools have now been collected and&lt;br /&gt;&#xD;
categorised using the ProMenPol framework1 (for further information on the development of the framework behind the database, please refer to ProMenPol Framework V1 &amp;amp; V2 Deliverable - D4.1).&lt;/p&gt;&#xD;
&lt;p align="justify"&gt;These tools have been uploaded onto the ProMenPol website so that these resources can be easily searched for and viewed by practitioners and educators within the field of Mental Health Promotion and Protection. In essence, the ProMenPol database is a structured selection of Mental Health Promotion tools, categorised according to the ProMenPol framework, which contains an ICF Classification, ICD10 Classification and a&lt;br /&gt;&#xD;
Mental Health Promotion Classification.&lt;/p&gt;&#xD;
&lt;p align="justify"&gt;In addition, a mental health toolkit which can be customised in various ways has been developed. The ProMenPol toolkit is a sub-set of the ProMenPol Database. It is structured for each setting and contains a set of tools which support the entire implementation&lt;br /&gt;&#xD;
process of mental health promotion. This toolkit was produced by applying a specific set of criteria (application in the field, country normally used in, stage of development, evaluation and research available and level of beneficiary involvement in design) to each of the tools in the ProMenPol Database. Those tools with the &amp;lsquo;highest&amp;rsquo; scores were included in the Toolkit. This process is explained in greater detail in the methodology&lt;br /&gt;&#xD;
section of this report.&lt;/p&gt;&#xD;
&lt;p align="justify"&gt;The tools within the ProMenPol toolkit will be implemented in the pilot projects during workpackage 6, to review the practicality and usefulness of the toolkit. Based on the feedback from the pilot sites, it is envisaged that the toolkit will be reviewed and revised and version 2 of the toolkit will be produced. This report covers version 1 of the toolkit. In overall terms, this report sets out to explain in greater detail:&lt;/p&gt;&#xD;

It should be noted that although this is the &amp;lsquo;Toolkit&amp;rsquo; deliverable, the Database is also reported on as it is interlinked with the toolkit. As mentioned earlier, the toolkit is a subsection of the database. In addition to the fact that users can search using one or the other or both, it would not make sense to report on the Toolkit alone without references to the database.&lt;/div&gt;</description>

      <title>D4.1 Conceptual Framework Version 1 &amp; 2</title>

      <description>At the core of the ProMenPol approach is the view that what is needed in the field of mental health promotion and protection is a way of handling complexity. This complexity arises not only from the plethora of instruments, tools, methodologies, techniques, theories and approaches that have been developed over the years but also the challenges in selecting out of this vast repertoire the right tool to address the right issue at the right time.
 &lt;p&gt;The ProMenPol toolkit aims to manage this complexity on behalf of the frontline staff member of an organisation who is motivated or required to implement mental health promotion and protection activities. The foundations of the Toolkit are based on a database within which tools and techniques are coded so that they can be retrieved in a systematic way that makes sense to the frontline staff member.&lt;/p&gt;&#xD;
&lt;p&gt;The first task facing the ProMenPol team was to develop a framework which could cope with the variety and complexity of the field while at the same time acting as a reference point for searching for tools. Two possible sources of models and classification systems were considered upon which to base the framework; the recently developed International Classification of Functioning, Health and Disability (ICF) and the Models developed within&lt;br /&gt;&#xD;
the Health Promotion field. Both coding systems have been included in the initial version of the database (a final version will be produced at the end of the project).&lt;/p&gt;&#xD;
&lt;p&gt;The methodology used to reduce the overall complexity of the framework was adapted from studies which have been implemented in relation to the ICF. These studies utilised a combination of Delphi survey techniques, document analysis and expert focus group methodologies to reduce the 1500 codes of the ICF to a manageable number for a specific condition in a specific service context. These selective sets of ICF categories are commonly called Core Sets. From a ProMenPol perspective the target was to reduce the number of ICF categories to specifically target Mental Health in a Health Promotion context. In order to retain a focus it was agree that three core sets would be developed, one for each of the contexts within the scope of the project i.e. schools, workplaces and older persons&amp;rsquo; residences. From a mental health promotion (MHP) perspective the methodology involved building an initial classification system and testing it through a similar procedure to that used for the ICF. As a result two core sets were generated which were presented at the first ProMenPol conference and validated against the views of participants and their contacts. As a result a coding system was produced based on the framework which has been transformed into a searchable database.&lt;/p&gt;</description>

 &lt;p&gt;The PROMENPOL Project Annual Policy Workshop - &lt;strong&gt;Promotion of Mental Health &amp;ndash; Improving Practice and Policy&lt;/strong&gt; - took place in Brussels on the 28th of November 2007.       <description>The ProMenPol project completed its first annual conference in Berlin on the 11th and 12th of October 2007. There were 56 participants, from a number of countries who came from a variety of professional backgrounds. The Full Conference Report for Year 1 is now available.
 &lt;p&gt;The ProMenPol project completed its first annual conference in Berlin on the 11th and 12th of October 2007. There were 56 participants, from a number of countries who came from a variety of professional backgrounds.&lt;/p&gt;&#xD;
&lt;div&gt;The aims of the conference were to:&lt;/div&gt;&#xD;
&lt;ul&gt;&#xD;
    &lt;li&gt;&amp;nbsp;&lt;span&gt;Introduce participants to the project and its aims;&lt;/span&gt;&lt;/li&gt;&#xD;
    &lt;li&gt;&lt;span&gt;Provide an overview of developments in mental health policy in recent years;&lt;/span&gt;&lt;/li&gt;&#xD;
    &lt;li&gt;&lt;span&gt;Outline the situation of mental health promotion in the three settings of interest;&lt;/span&gt;&lt;/li&gt;&#xD;
    &lt;li&gt;&lt;span&gt;Obtain feedback from participants on the ProMenPol framework, the proposed field trials and the database that are being developed as part of the project; and&lt;/span&gt;&lt;/li&gt;&#xD;
    &lt;li&gt;&lt;span&gt;To encourage the participation and support of participants for future project activities&lt;/span&gt;&lt;/li&gt;&#xD;
&lt;/ul&gt;&#xD;
&lt;p&gt;&amp;nbsp;&lt;span&gt;31 participants returned the conference evaluation sheets.&amp;nbsp;An extremely high satisfaction rate of 80% (average) with the proceedings was indicated by participants.&amp;nbsp;The project Advisory Committee also provided very positive and informative feedback.&lt;/span&gt;&lt;/p&gt;&#xD;
&lt;p&gt;&lt;span&gt;Conclusions and recommendations included:&lt;/span&gt;&lt;/p&gt;&#xD;
&lt;ol type="1" start="1"&gt;&#xD;
    &lt;li&gt;&lt;span&gt;More information to be sent out in advance of the conference, particularly in regard to workshop questions;&lt;/span&gt;&lt;/li&gt;&#xD;
    &lt;li&gt;Shorter first day;&lt;/li&gt;&#xD;
    &lt;li&gt;&lt;span&gt;More time for workshops;&lt;/span&gt;&lt;/li&gt;&#xD;
    &lt;li&gt;&lt;span&gt;Ensure difficult issues are given more preparation time to limit confusion e.g. pilot testing; &lt;/span&gt;&lt;/li&gt;&#xD;
    &lt;li&gt;&lt;span&gt;Materials for policy workshop to be sent to policy makers in advance; and&lt;/span&gt;&lt;/li&gt;&#xD;
    &lt;li&gt;&lt;span&gt;Explore avenues for funding for translation of tools/listing of non English tools in additional languages.&lt;/span&gt;&lt;/li&gt;&#xD;

      <title>ProMenPol Ethical Vision and Guidelines</title>

      <description>The ProMenPol project is structured into three phases of activity. In the first, a conceptual framework will be developed for understanding and organising methods and tools to promote mental health within the three settings for the project (educational institutions, workplaces and residential facilities for older people). In the second, a set of tools for the promotion of mental health will be developed while in the third these tools will be piloted in a range of settings within the participating countries and amended on the basis of their evaluation in these settings. Dissemination of the outputs of all three phases will also take place.
 &lt;p&gt;The Statement of Ethical Vision is intended to set out the approach to be adopted by ProMenPol partners, and participating pilot sites, to ensure ethical excellence in all project activities.&lt;/p&gt;&#xD;

&lt;p&gt;A number of ethical issues arise within the ProMenPol project particularly in Phase 3 &amp;ndash; particularly relating to informed consent, data security &amp;amp; confidentiality and relevant guidelines &amp;amp; regulations.&amp;nbsp;What is required is an ethical vision that can inform the partners and the pilot sites that will ensure that the implementation of the study complies to best practice in ethical decision making. &lt;span&gt;There are a number of relevant national and international guidelines and regulations that can assist&amp;nbsp;the ProMenPol partners to develop such an Ethical Vision that can assist all participants to adhere to an appropriate approach to the intended beneficiaries throughout the life of the project.&lt;/span&gt;&lt;/p&gt;</description>
